Cyrenians launches Manifesto for Ending Homelessness in Scotland

This World Homelessness Day (10th October), Cyrenians is proud to launch our Manifesto for Ending Homelessness in Scotland — a call for action to tackle the root causes of homelessness and ensure that everyone has the opportunity to build a safe, stable life.

Founded in the 1960s, Cyrenians was built on a simple belief: that people experiencing homelessness are no different from anyone else, and that with the right support, community and opportunity, anyone can thrive. Over six decades later, that belief continues to drive everything we do — from mediation and employability services to therapeutic gardens, recovery programmes and housing support.

Homelessness in Scotland is rising. Last year, 40,688 people presented as homeless — more than 6,000 higher than five years ago. Behind these numbers are people facing complex challenges: poverty, trauma, poor health, lack of opportunity and systems that too often fail to respond in time.

We agree with partners across the sector that Scotland urgently needs more social housing. Shelter Scotland’s estimate of 78,465 new social homes over the next five years highlights the scale of what’s required. But housing alone is not enough.

We cannot build our way out of homelessness.

Homelessness prevention must sit at the heart of national policy. This means addressing the factors that push people towards crisis — by investing in early intervention, ensuring fair access to education and employment, tackling poverty and inequality, and strengthening community-based support that keeps people connected and well.

Our manifesto brings together over sixty years of learning from those who have experienced homelessness and those who work alongside them. It sets out practical, evidence-based recommendations for government, local authorities and partners — from ensuring that prevention duties are fully funded, to embedding trauma-informed approaches across public services.

Ending homelessness is possible, but only if we work together. The expertise and wisdom already exist within our communities; we need only to listen, learn and act.

Cyrenians will continue to work alongside people, partners and policymakers to create a Scotland where everyone has the support they need to build a home, a purpose and a future.
